step is inactivated instead of completely removing it. Such inactivated step should have a flag http://www.vantageacceptance.com/

When a section is deleted, all the steps under it also disappears. There should atleast be an alert clearly suggesting that if one deletes the section, they are going to loose all the steps aswell
If the order of the section needs to be changed, it should be manually edited. Further, if the sections are changed, the steps are not changed accordingly.
