Proposal: SVN cleanup (create svn/deprecated)
Voting
Original proposal blocked by material objections raised by Leveque, Severance, Theriault and Whyte. Revised proposal submitted with a request for a formal vote. Revised proposal opposed by Theriault, Severance and Whyte. Chair agrees to call a roll call vote if a second PMC member who supports the proposal seconds the motion for a formal roll call vote no later than 19 Dec. 2013. Otherwise, the proposal will be deemed rejected due to a lack of consensus.
No PMC member seconded the motion for a roll call vote. The proposal has been set aside due to a lack of consensus.

"I now request the PMC chair call a roll call vote so that this can be decided upon since there were PMC members that contributed positively to the discussion and suggested amendments which are reasonable."
The chair acknowledges the request for a formal roll call vote but notes too that responses to the proposal are trending negative: three -1 votes confirmed (Theriault, Severance and Whyte) together with the possible addition of a lingering fourth (Leveque)). Given this, I request that a PMC member who supports the proposal second the motion for a formal roll call vote. If a supporting motion is received on or before Thursday, 19 Dec., I will schedule a roll call vote. If not, the proposal will be set aside due to a lack of consensus on the question.

Hi all,
This proposal was blocked by Seth and JFL with a -1 each. I addressed JFL's concerns which should hopefully allow him to reverse his vote, however I haven't heard back and have emailed twice.
I now request the PMC chair call a roll call vote so that this can be decided upon since there were PMC members that contributed positively to the discussion and suggested amendments which are reasonable.
The proposal (revised after feedback) is this:
------------------
The main Sakai SVN (https://source.sakaiproject.org/svn/) currently holds a number of deprecated / out of date projects including:
blog
discussion
db
jcr
mini
osid
release-mgmt
samples
sdata
site-association
svn-admin
triples
ux
was
wsrp
These projects will be moved to /svn/deprecated. At this stage they will not be moving to contrib. (Note hybrid and purepoms were removed from the list and will not be touched)
All of those in the above list will be moved. Some of these have already been moved to /contrib/deprecated (ie discussion) but duplicates exist in the main SVN. These will have their dupes removed.
There are also these two projects that are institution specific and appear to be unmaintained:
gradtools
oncourse
Both IU and UMich have indicated these are no longer used and can be deleted, so these two will be deleted as part of this cleanup work as well.
This kind of maintenance will reduce confusion and assist with any possible repository move that may occur in the future.

There exists a space in the contrib SVN (https://source.sakaiproject.org/contrib/deprecated/) that was created for these retired projects to live and grow old.
This proposal is to rationalise the main SVN to move projects that are no longer part of the core distribution to the deprecated space in contrib. All of those in the above list will be moved. Some have already moved but duplicates exist in the main svn. These will have their dupes removed from the main SVN.
There are also these two projects that are institution specific and appear to be unmaintained:
gradtools
oncourse
If the owners (IU?) need these two to stay in the main SVN, it is fine for them to stay otherwise they will also be moved.
This kind of maintenance will reduce confusion and assist with any possible repository move that may occur in the future.
This will have no impact on trunk or any currently supported release.
A material objection (indicated by a -1 and accompany reasoning) raised by a Sakai PMC member will block this proposal. Other opinions are welcome, indeed encouraged. Silence equals consent. Discussion should be on the sakai-dev list unless of a private nature in which case I am happy to correspond off list. Objections must be received before Monday 16th December 2013.
