Retire Discussion

[Tool retirements or demotions are a new thing for us, so we'll certainly be learning from this experience.]

Discussion is one of the original tools in Sakai, however, there is not an active development team supporting or improving it.

So here are a couple questions to help initiate discussion:

1. Do you currently use Discussion?
   • Can you use an alternative tool instead, such as Forums or JForum?
2. Should it be demoted to Provisional status, or should it be removed from the release all together (i.e., moved to Contrib)? (Note that Provisional status essentially hides or stealths the tool by default to discourage its continued use, while if removed from the release it would still be available as a separate download from Contrib.)
