What's the expected workflow?
Will we be moving JIRA tickets from "Awaiting Review" to "Open"?
If something looks like it should have a different priority and/or someone working on it right away, should we email the sakai-dev list or find the person who last touched the module and ask them?
Are we supposed to be reproducing the problems or just reviewing?
