The Sakai Tool Development Workshop was initially developed in early 2005 under a grant from USAID. It was delivered in Armenia and later in Algeria as part of US foreign aid to develop higher education in emerging nations. Subsequently, it was used as the basis for the Tool Development Exercise and a workshop sponsored by Unicon in April 2006.
