- From within the Evaluation tool
- Click on the Administrate link at the top
- Click on the Control Scales link at the top
- Click on the Add New Scale link in the upper right
- Enter a title and at least 2 scale values
- Click Add Scale Point to add additional scale items
- Define the desired answer and the sharing option (recommend public)
- Click on Save Scale to add the new scale
