Notice that all of the required fields are visible. In my own use of the tool, on a monitor set to 1152 x 864, this is all that has routinely interested me. But I'm forced to scroll to the bottom of the page every time. We're hearing a number of complaints about the amount of unnecessary and repetitious scrolling in Sakai.
Here's another possibility:
Additional fields could still appear on the same page, but users would have the option of submitting the form without scrolling past them.

This is the height that fits vertically in my monitor, as set, without scrolling. It once again displays all of the required fields. If vertical spaces between items were compressed a litle vertically, as shown in the 2.1 examples, buttons would fit in either position shown above, without requiring scrolling on a 864 high monitor. Unnecessarily large and even vertical spacing is in any case an obstacle to chunking the form effectively.
