Create "Builders" for the hard to create xsd, xsl, css, xhtml files. In the short term, tools that enable faculty to build their own forms and their own custom presentations are also needed to reduce the bottleneck around programming staff.

Form Builder Phase 2

Add the ability for institutions to create institutional data elements to be used in the form builder.

Form Builder Phase 3

Add the ability to create a view of forms that is different from the current view method.  This would include creating a template builder (xsl generator) to manipulate the form output.
