\-Continuing work begun by Keli

\-Goal: re-group existing menu items into the 4 proposed panels, keeping existing logic for the most part

\-I decided to use radio buttons rather than pulldowns since there aren't  too many selectable items per panel; all would display above the fold  and radio button selection would save user one less click

* Assessment Released To
* High Security
* Timed Assessment
* Submissions
