Minor Gateway modifications

Description

Grab bag of items to improve the appearance of the new gateway:

1. In the 2nd row, the left and center boxes should be the same size. The right box should align with the sysalert box, and thus be narrower than the other two. Currently the left box is 296 and the center is 363. Making both boxes 330 with appropriate padding provides a pleasing appearance.

2. On mobile devices, the top banner should retain a height which allows all three login buttons to display.

3. On mobile devices, all three login buttons should retain their style, with colored icon and common dimensions for the height and width of the buttons. Currently, the CTools login button takes a different style on mobile devices.

4. On mobile devices, the CTools logo appears to the left of the block M. This should be removed. The block M should also be vertically centered in the top banner.

5. On mobile devices, the center box in the 2nd row should display. It is currently hidden.

Might we consider a different presentation? It is going to be hard to present the same layout and same look in the reduced space in the mobile view. Can we entertain something plainer?
