The tool does not display in Site Info > Manage Tools, but can be selected from Lessons > Add Content > External Tool

Thanks - I will get on this quickly.
Tools set to only be added in Lessons should not be listed in the Manage Tools page when creating a site.
Found while testing
If the admin adds a tool only allowing placement in Lessons, the tool shows up when creating a site under Manage Tools. If the instructor adds the tool at this point, after the course is created, the tool is on the navigation but if they go into Site Info > Manage Tools it is not listed and cannot be removed.
If the instructor does not add the tool on site creation, then it works properly. When the instructor goes into Site Info > Manage Tools, the tool is not present. If the instructor enters Lessons and adds an external tool, it is listed there as expected.
