Add Option to Bulk Publish Draft Discussion Forums and/or Topics

In Sakai 25, new options were added for bulk publishing in tools such as Announcements, Assignments, and Tests & Quizzes. However, the Discussions tool also has the option for Draft items and there is currently no bulk publish for forums/topics. One of our clients asked about the addition of this feature, and it seems like a good enhancement, since it will maintain better consistency among tools.

See the proposed mockup below. It is based on the UI as it currently exists in Assignments. Note that in addition to Publish, it would also allow users to bulk Unpublish or Remove forums or topics.
