It's possible this is what is going on in SAK-44866.
Logged in as admin, when clicking on Sites and selecting a site with an existing alias, updating the alias seems to do nothing, but if you look into the site, (or under Aliases), every time you edit and save the edit, a new alias is created.
I would think "edit" means changing the alias, while on the Aliases page, you can add more aliases for the site.
