We have made a mysql procedure to remove/replace the functions.require = site.upd on all tools except lessonbuildertool (as it handles it by itself).

Answer: Because the functions.require check is used by at least the lessonbuilder

I think the resolution was a duplicate. This is still unfixed and an issue because of https://sakaiproject.atlassian.net/browse/SAK-33454#icft=SAK-33454 (and also that can't be fixed yet because of https://sakaiproject.atlassian.net/browse/SAK-33702#icft=SAK-33702)

Where and how is this fixed? (The ticket is set to "Resolved" as "Fixed".) I don't see a PR and a Fix Version.

Hmm, perhaps looking at this again it isn't exactly a duplicate but I believe it is likely caused by the same change and will end up having to have a similar fix. Having site.upd in as the functions.require doesn't seem like a workable idea. Looking only site-manage and userauditservice require this OOTB.
