"All sections" TA grading permission too strictly enforced

Submitting this as a bug but not sure if it's by design:
For "TA" roles that have the "gradebook.gradeSection" permission and not the "gradebook.gradeAll" permission, the grading permissions you can set in the UI for groups seem to be too strictly enforced.
If you set grading permission for a TA in the Gradebook2 UI to "all sections," the TA only has access to site participants with group membership--and not to all site participants.
This seems to differ from the behavior in Gradebook1. In that tool, the "all sections" grading permission lets the TA grade all site participants, and not just those with group membership.
If this is by design, perhaps an additional UI selection might be useful--something like "all site members." Right now, it seems like you can only give a TA permission to grade all site members if you enable the "gradebook.gradeAll" permission, but that can only be done by an admin. So, instructors can't grant site-wide permission on a case-by-case basis, unless they make sure that all site participants are in at least one group.
