Trial approach to Performance issues

Use a 'Performance' label to flag performance related issues so there is a consistent way to filter these issues across projects. Labels can be edited in a Jira by choosing "More Actions" -> "Labels". The approach of using a 'Performance' label instead of the 'Performance' component will be reviewed by the TCC in June 2013.
