The user chooses the Resources tool, clicks the "add" link next to a folder, and selects "Citation List" from the drop-down menu of items that can be created in the Resources tool. The user can then enter a title (required for all resources) and optional comments (using the rich-text editor).
The user scrolls down anc clicks "Search Library Resources", bringing up a popup window in which the search form appears.
