There are institutions using one or both of these tools in production for OSP(the known institutions include IU and RINET), and they would be affected by the blocker issues in any event, should they opt for 2.7. Stealthing and flagging the tools for 2.7 and marking them as deprecated should reduce the chance that new deployers would come to depend on them, while still allowing a reasonable amount of time for the community to adapt or see the issues fixed.
